It is an atmospheric effect; as such you can create it from the Environment dialog in 3ds Max.

press 8 or click rendering>environment, and under the atmosphere tab add a VRayEnvironmentFog

is it in a drop down list some where?

The "render" button is the teapot...just in case !

Hehe, in 3ds Max 2010 there are three buttons with teapots... I keep mistaking them.
