Need help with underwater scene.

I need to create an image from underwater looking up through the water and seeing a shoal of fish and the sun reflecting on the sea surface, a bit like this (http://www.istockphoto.com/stock-pho...-and-jacks.php)

Anyone got any tips / links on how to achieve this quickly ?

something like this would be a good place to start:

add that to a plane with lots of segments, add some noise and some displacement.
build a basic fish, add a deform modifier, scatter.
Put all that inside a sphere with the normals flipped, apply a good sky environment map, making sure the bottom half is dark blue.
Stick in a vray sun and start tweaking...
