splotches and stuff

I have a small animation that I am doing and there is ONE building that is giving me problems...

I used -3,-1 and 100,100 for the hemi and the other thing... all the other building look ok
except for that one.... oh... and about three secs in or so... there is a huge light on the river for a frame this always happens....thanx guys... good to be back....
