VRayIES reads the shadow blur information from the .ies file itself; if the .ies file does not specify light dimensions, then the shadows will be sharp.
No, it's a text file; but you have to know which numbers to change... I don't have the format specification with me right now, but I can try to find out which are the numbers later today.
The standard is quite well defined; ideally manufacturers would specify the actual real-world light dimensions there, but as mentioned above it's not too hard to modify the IES file.
