Using a vray physical camera, I am trying to remove the camera blur but not the motion blur. The camera is rotating very slowly around the target and no matter how high I set the shutter speed, parts of the object that are on both ends of the target are being blurred by the motion of the camera. Any ideas?

have you tried switching from still to movie camera and adjusting the shutter angle accordingly to a very small value? default is 180 degrees, to limit the amount of blur you have to go for very sharp angles.

If i understand you correctly, you are trying to eliminate the motion blur caused by the camera movement, but not the motion blur caused by moving objects? This is by nature not possible, as motion blur has to be calculated from the camera matrix, so tha camera has to be standing still within your mb boundaries to achieve this effect.
So what you could do is to bake the cam animation with a keyframe each frame, set your keyframe tangents to "step" and keep your motion blur boundaries within the frame - that's then similar to what happens in real life if you do time slice photography.

I think the baking of the camera is a great idea and believe will solve my issue temporarily. But Vlado, just as you have a checkbox that lets you activate or deactivate motion blur, you should have an additional checkbox right below that will let you activate or not the camera blur. Don't tell me it's not possible because that would contradict the fact that right now you CAN turn it off. We need it to be separate.
In real life camera blur only happens when the target is moving fast and or suing a long lens. When you are moving the camera very slowly, there is no camera blur.
