Are administrator rights necessary to do DR?

I have been trying to do DR using V-ray in 3 different machines. Although the connection is done properly I am getting the following message "No connection could be made because the target machine actively refused".

After several tests we find out it is working fine if a user with administrator rights is used instead.

Do we need administration rights to do DR? Can you thing about any other cause? Obviously, for security reasons the network administrator don't want to give administration rights to the users in those machines.

you can give admin rights to a user on a local pc without giving same user admin rights on network (or other pc's)

OR

you can set the spawner to run as a service and tell that service only to run as administrator.
