I am having a hell of a time with VRay lately. Now I have a VRayLight, as a dome with an HDRI, not rendering the HDRI. Invisible is unselected and the light is turned on. I deleted it and re-inserted the light, but nothing!

Do you use a Bitmap texture or VRayHDRI? Do you see any warnings in the V-Ray log file? Can you see the map in the material editor?

I am using an VRayHRDI and I can see the material in the editor. I have used the same setup for a year and it was working up until this afternoon on the project.

The VRay log just says that the scene is empty when I have everything off but the light.

I merged everything into a new scene and it is working

Spoke to soon.... when I use the VRayCamera it doesn't render.

clipping plane was on, which cause the VRay light to not work. Strange, but solved.
