You have to give us more details about your irradience map setup. Irradience map in general does not play well with moving objects, there are some specific methods you need to use to make it work correctly.

to me it looks like there is something wrong with your irradience map, you dont have to look at the multiple number of frames to see that there is strong splotchiness on the vehicle. I think once you resolve the splotchy feel on the car on a single frame, it will look better on the moving frames.

          Hi,
What setup do you use to lighten your scene?
Probably the Hsph. Subdivs value is too low for the camera path, try to increase it.
Can you post your settings for V-ray DMC sampler also to be sure that this is a GI issue you can add VRayGlobalIllumination render element.

What is the V-Ray version that you are using ?

There were some issues with models from CAD programs where the actual geometric normals on the surface would be inverted relative to the smooth surface normals; this will confuse V-Ray and might lead to artifacts such as yours. But then again, it might just low hemispheric subdivs for the irradiance map.

            Best regards,
