    Computers A and B can see the VRay dongle when it is attached locally.
    And computer A can see the dongle when it is attached to computer B.
    But computer B cannot see the dongle when it is attached to computer A, even after putting its IP address or name into the licensing settings.

    I would really prefer to keep the dongle on computer A. What can I tweak to get this working?

    VrayLicense server is most probably blocked by windows firewall.
    You can disable any firewalls/anti-virus/antispam software temporary just to identify if this is the main reason for the issue.
    If the dongle is visible when firewall is disabled then you have to create a new rule that will allow Vray License Server to communicate through the firewall.

      Thanks. It took a little digging, but I did find a description of how to let my firewall allow the license service through, and it worked.
