Cant get Bloom/Glare effect to work

I have been trying to use the Bloom and Glare Lens Effects for a while without success. They did not work in my original install of Vray 3.0, nor do they work in the new build just released (3.10.02). I've even downloaded a sample file from MintViz from a tutorial they have for setting up Bloom and Glare. The render completes normally, but after the lens effect calculation, there are strange dark blue outlines around everything. The file I am using can be found here.

Using 3ds Max 2015 SP1 + Extention 2 on Windows 7 Professional SP1 64 bit. Please let me know if there is more information I can provide about my setup to help troubleshoot this.

Are you using the 3ds Max VFB or the V-Ray one?

Using the Vray Frame Buffer.

For the V-Ray frame buffer, use the lens effects controls in the frame buffer itself:

The Render Effect will work only for the 3ds Max frame buffer.
