    Thank you for sending us the scene file for this issue.
    After some investigation, I was able to replicate the same issue with very bright spots on an entirely new scene. It seems that the Exponential color color mapping type doesn't work well with very small and high intensity light sources. Therefore you need to rise up the fog subdivisions a lot to get a proper sampling in these area and get better quality.
    To fix this you can use the Reinhard type instead and adjust the Multiplier according to the render result you want to achieve.

    In order to improve the entire image quality, you can adjust the Fog Subdiv and Probabilistic lights parameters. Or just turn the Probabilistic lights Off as Alex suggested.
