Double check that your opacity's black value is 100% black.

Not for the moment, except using the "water level" functionality of the V-Ray displacement modifier, but that may be an overkill.

It's in the bug-tracking system for some time but it's not targeted for specific version so we can't tell when exactly it will be fixed.
