Although I am rendering to 4096 x 2304, the V-Ray frame buffer reports that I am rendering 1920 x 1080.

Were you using IPR when changing the resolution? As far as I know, there's currently a problem with IPR where changing resolution doesn't change the resolution that IPR renders. Click the "normal" render button and see if it works. Then you can render with IPR in the new resolution.
