There was a discussion recently about this; this is the physically accurate behavior of the light source, but it might not always be the wanted behavior. For the moment the only work-around is to make the light itself invisible and create another shape with a VRayMtl material with self-illumination enabled (and the GI option for the self-illumination disabled) that is only visible to the camera.

Well, the problem is that if you want to get nice bloom ang glare you have to increase
self-ilumination value to very high numbers which may introduce lot of specular noise into the scene.
Another problem is that these fake lights have very noisy reflections.
This is same even if you use small shapes with VrayLightMtl.

I found that the only workaround that works is to use two sets of lights in order to get correct reflections.
