Can not start vrl "Application requires runtime modules 5.10 or higher"

I have bought a new computer installed the vray 3.4.1
I have installed the new vrlservice 4.3.1 installed my USB dongle and Everything seems OK untill I start the
vrlservice.exe, then I got a message "Application requires runtime modules 5.10 or higher.
I can not register it either, " failed to open registry key"
On my old computer I have vrlservice 4.3.1 and I can not download that

I got it to work, with new Vray 3.5 there was no vrlservice and with all new updates installed it worked on the workstation, hopefully it will work also on the render slaves
