If you merge a LightSelect element, added LightSelect element list will be all "Delete".
The lights listed are present in the scene.

Also the exclusion list of VRayExtraTex is also cleared in merge.

Please check and fix.

That's not something that we can implement easily; the list does not operate by comparing object names. The original lights referenced by the render element from the original scene are indeed not present in the new scene.

Throw away the Render elements system of max in V-Ray 4.
(There is also a unique elements save path problem)

may be better to implementing an own AOV manager.
