I'm working on a shot that has a camera driving past a parking lot at night. When the lights are in the distance, they flicker as some pixels pick up the light, sometimes they don't. It's particularly the light surfaces themselves at the top of the light poles, not really having the issue with the emitted light on the ground underneath. Seems like a pretty cut and dry image sampling issue, but I've struggled to get it working well so far, looking for any insight others have to offer.

Wondering what options I have other than just raising the minimum subdivs really high, since that will force additional samples across the entire image when I only need it in certain areas.
Increase the DMC min samples instead of (or in addition to?) Min subdivs?
is there an image filter type that I should use over another?
Increase or decrease shading rate?
Would Probabilistic lights settings change anything to do here?
I have some more render tests running now, right now my plan is to just identify a section of animation that the flickering is the worst, and run a handful of tests to find what the lowest min subdiv setting is acceptable without completely killing rendertimes, unfortunately it's about a 5,000 frame drive through video, so that's why I'm overly concerned about raising the minimums.

Edit: latest test is 1280x720 with min subdivs set to 10 and it's still white pixels to black pixels frame to frame... Would a higher image resolution but lower sampling settings be any different?
