Does anyone know how to get rid of these white speckles? The same material is on the interior of the bay, but they don't seem to show up there. In the past I'd clamp the output and that would work, but it's not working this time. is there anything else I can try?

A few tips below:
*) Does it helps if you play with Max ray intensity parameter ?
*) Can you try to replace the map (HDRI) used for reflections with V-Ray Sky for an example?
*) It looks like a reflection speckles, can you confirm that by adding several render elements - reflection, secular, GI, Lighting
*) Try turning on off different light sources to see when those speckles will dissaper
Otherwise you can always pack the scene and sent to support for investigation.
