3.6 motion blur doesnt work?

Hi,
tried settgin up motion blur across 25 frames with shutter being open across all 25 frames too but all i am gettgin is sharp object with no blur whatsoever
Any ideas?

or i get the blur streaks but the blurred object stays sharp

i will have to try to replicate it a different scene as this one contains classified objects :-/
