Thanks! We considered this a long time ago (we even had the entire renderer UI translated to French), but ultimately decided it didn't make a lot of sense. Not much has changed in the meantime to make us reconsider... The only language where it maybe makes sense is probably Chinese, but then again maybe not.

I agree, getting the whole UI translated doesn't make sense. Only tooltips translated could eventually make sense for a part of users, but I think it's a minority. Even if I'm french, I still don't understand how one could work with the french version of 3dsmax - I tried when I arrived in my current company, but didn't manage to work efficiently, so I quickly switched back to english version

I can tell you how to get it display longer - but you will not like it.

Go to your Windows Mouse settings and reduce the double click speed to the slowest. Done.
So those that complain maybe just click too damn fast.

Why can't we just have no time restriction on the Tool Tips ?

(some tips are very small and some, like the Color Mapping one, are very very large) - either way, these tips are important to understand concepts.

To say it is available in the Docs or as a PDF (nice as though those both are) defeats having the ToolTips in the first place.

Sorry, just finding this whole ToolTip request that has been ongoing for over a year a bit tedious.
