The documents state that V-Ray Scene is temporarily hidden from the UI.

Do we have an idea when this will be made available? Thanks

Hey stezza,

We want to make it a separate object as it should be instead of being part of an existing one. That way, working with V-Ray Scene files will be much easier to use, and it will unfortunately break compatibility with old scenes that use the legacy approach. This is why it will be hidden for now.
It should be available again in a month or maybe two, since the development is going very dynamically right now.
