You have low GI settings: I guess you are using sun+sky, but without portal lights in winodwos. Read some tutorials about interior light setup in V-Ray. I'll try to find some time to setup this scene a little later.

I have kind of similar problem with my scene and going MAD because even with high LC IM settings I get blotches in final render (eurorender.com/20120412.jpg) although at the IM calculation phases the shadows look 100% perfect with NO sign of "any turbulence" .
I suspect the problem with my scene is that it is lit only with tiny, distant light spots and it's generally dark. But it is planned it has low light levels. Don't know how to figth artifacts in such condition...
