with 2.64.4 I meet an error:
when I enable the option "active layer" from "mesh export" panel, the mesh from a linked group will use the layer of the original scene to determine if it is visible or not, and not the scene layer from the render scene. Blender render shows it right. An exemple attached.

By the way, the option "active layer" should be enable by default, no? It seems logical that hidden objects that aren't rendered, are not exported too... (it was the reason for the very long export time for my scene)
