Problem hair animation.

I have two problems.
1_ hair particles are out of line with the model. (see photo).
2_ The dynamics of hair were turned off. But also keep running. (see video).

1. Works fine for me and on the video - may be the issue is somewhere else?

In point number 1:
The delay of the particles looks good in the video. this is for the loss of quality youtube.
The image clearly shows the delay of one or two frames for the exported particles.

PD: Vray for Maya is being used. Regarding blender is the latest update from the date 05_03_2015.
