Color should be used along with "Fog multiplier"; if color is pretty saturated set "Fog multiplier" to smth like 0.015.

Thanks. I was following along with a Viscorbel.com material creation tutorial done in 3ds Max and up until this point, everything had been pretty straightforward between V-Ray for Max and Blender. There must be a difference in how the Fog multiplier works in Max however, because there can be a decrease in value from 100% on all colors and with the Fog multiplier at 1, the material can still have translucency (specifically R 0.26 G 0.83 B 0.7). With V-Ray for Blender this is different and if any color channel that is normally a value of 1 dips below 0.97 then there is no more translucency unless the Fog multiplier is lowered. Thanks for helping me figure that out and sorry for reporting it as a bug when it is just a difference between how V-Ray functions between the two applications.

Well, I could match it with 3ds max, hope it won't broke a lot of existing scenes =)
