Let's keep this thread limited to materials, rather than problems. For problems with the scene file post here. For other problems with materials, make a new thread in this material forum.
Instructions to use these materials
1. Download the scene file below. Place it in the directory with your other materials. This scene file will have the textures for the base model that materials will reference. It also serves as the template for your own materials.
2. Read the info.txt included in the sample material for instructions on how to import a material, and how and what information to include when uploading a new material. Quick answer to import a material: Open your blender scene. Then File, Append, select blender material file, Material, select material to import.
3. Create and upload new materials. Be sure to provide appropriate attribution, and don't upload non-free textures or materials.
If you have access to 3DS Max at school, work, or home, there are thousands of materials at http://vray-materials.de and http://vraylibrary.com. This scene file has been converted from vray-materials.de, which is why it has their logo. It is not difficult to load the material in Max, record the material settings, and recreate them in blender. Though sometimes it takes time to fiddle with the settings. Some of the textures below are from that website.

The first material that comes with the sample scene is just a generic red. However you can turn it into a cool red chrome simply by setting reflections to 0.7.
