Hello Brian3D,
This is expected behavior when you set the diffuse color in your material to be black. The coat color is multiplied by the diffuse color and this is why in your case you do not see the coat color. You can change the diffuse color to white and you will be able to see the coat color in your material. Could you please provide more details about the result that you want to achieve? Interesting! I was basically trying to have 2 different reflections. One for a reveal and one for the main finish. I'd like to have this all in one texture, but currently I'm just having to use 2 texture tags. I tried using nodes, but they were so slow. Here's what I'm trying to achieve in one material!

You do not need coat for that, you have to work using dirt/curvature to expose the metallic layer since you have two different material you best option is to use two shader mixed inside a blend material.
