I've not yet experimented with this but it looks useful for both bump and normal map tuning (i.e. delta scale, flipping colors etc), the Max version have also two slot for using bump and normal at the same time, it would be nice to have that for C4D.

We did think about this, but unfortunately the additional bump option is only available in the 3ds Max integration while the other V-Ray integrations don't have this and as you know compatibility and interoperability is important to us, so any scene with mixed bumps would be dificult to import in Maya or Cinema 4D for example, where the same scene from Cinema would work fine when imported in 3Ds Max This might be something that we will implement in the future if the other V-Ray integrations adopt it as well.

What is the typical use for it?
You can use the NormalMap if you want more advanced options and control over the normal maps that you use. The "Flip" parameters for example are especially useful when you use generated or baked normal maps from other software with flipped coordinate system etc.
