(open) [HOU-3964] COSMOS hdri broken in H19.716?

The hdri render everything black,
I tried the typical debug with exposure settings to no luck
if i delete the image path light comes back, ia m not sure what is happening.

After testing could confirm that It is not specific for 19.5.716 only.
