in max , we have ty_bitmap, which can use uv2.x to control which frame of animated textures should be played, is it possible with vray for houdini?

Yes in a different way.
Vray image loader in Houdini supports a <tex> keyword which will be replaced at rendertime with s@tex string on your geo.
You could write out the padded frame number into your geo attributes. Then you just put in <tex> instead of $F4
Don't forget to export the attribute so Vray can see it (in the vray properties of the object).
