Ability to export .vrscene package archive with all asset files

Where can access this feature and what exactly does it do?

You can find this in the V-Ray menu in Maya > Tools > Archive V-Ray Scene.
It exports your scene to a .vrscene file, copies all external assets (textures, proxies, etc) and places them alongside the vrscene. Then it modifies the vrscene with relative paths to the assets. There's an option to place the result in a .zip file or not.
Basically, helps you move the scene to another machine and render with Standalone with all assets and paths resolved.
