Maya Vray - local offline rendering VS online ...

Is there a way to use Vray with Maya whilst offline (no internet)? Is there an easy licensing option for such offline needs? I find it frustrating how this is not worked in as a default like so many other software platforms.
(as for the sake of expediency I like to render sans internet related power usage)
