So what does this node actually do and can it be turned off or does it have to remain in all maya scene files?

You can delete it, I think (but in that case you will not be able to view the environment/dome lights in the viewport).

It is a bit like the vraySettings node (but of course you need that one ) I'm not sure if it can't be reworked to create the node when it is really needed, will take a look at this.

Yes I was thinking that it could be turned on in the dome light settings if it's actually needed

Well, it's not only for the dome light; you can also use it to preview the environment maps.
