are blend materials energy conserving?

I can't seem to find anything on Google about this. I'm wondering if Blend materials in additive mode are energy conserving.

The additive mode just adds the materials together so it is possible to construct a material that reflects more light that falls on it.

If the additive mode is off, then the blend material is energy conserving.
