I think if you have a close enough camera to see the motion blur in reflections you may as well render motion blur in 3d. Since motion blurring reflection does not account for things like shadow (in post) that is if you could motion blur it. Not to mention that the velocity blur is a pixel position in screen, so simply reflecting the velocity vector will not produce an accurate motion direction (what Vlado said).
