    Will V-ray for Maya 3.0 be a paid update? if So how much are we looking at per seat?

    As far as I could read (but Chaosgroup to confirm), the upgrade will have to be paid unless you bought the 2.40 recently.
    In addition to that the licensing model will change. With versions 2.xx, you bought one float license and received unlimited render licenses, with 3.0 you will get one render license per client bought, and you will have to buy each add'l render license separately.

      Correction : With versions 2.xx, you bought one float license and received 10 render licenses.

            Is there a way in the new Vray 3 to have a roughness setting in the Vray SSS shader's diffuse component? I've wanted to use the VrayMaterial's roughness setting combined with the SSS shader.

              No, but I will make a note to look into it. It is not difficult at all, the code is already there, just need to remember to add it to the UI...
