Can someone tell me the proper way of setting up a render oversan in vray3.5 please ?

You take the overscan value in % and multiply that over your render resoltuon. So for example if you render 1920x1080 then its 1920x1080*%10 where %10 is the overscan which results to 2112x1188. You then multiply the overscan % for your camera scale parameter which is at default of 1.0 so in this case it would be 1.1
