Referencing and render elements

I'm using file referencing with my current project and have found that render elements in the referenced scene are neither visible in the Render Settings, nor render into the VFB. Yet if I import the scene the render elements show up and render. This seems really odd -- is this by design, or a bug?

There is a checkbox ("Use referenced") in the render elements tab that determines what happens with elements from referenced scenes. By default it is set to ignore them. There is more information here:
