Hello Guys!
After I didn't received any comment or eMail from Chaos Group regarding my problem I took a loooooooot of effort to find out what is wrong and what doesnt work properly.

This is really bad.
1. The Glare Effect went somehow broken. Have a look in the video.
2. The RectLight by using Textures doesn't work properly.
3. All the Glares have the same size WHICH this can be possible.
Example:

4. If the RectLight has a huge amount of intensity this will broke in a high reflective materials (Like chrome etc...)
5. Image "alphas" are not supported for the RectLight->Text
You will get a estrange blue color where the alpha is applied.
6. The RectLight-Texture make all black by using a normal png image. You can see that in the video. Where suppose to be a sun glare you will get the glare and added to the render (depends on your RectLight Type (Rect) (Circular)) you will get a black area.
7. By using a background I got really estrange yellow glitches.
How to solve that. That part I couldnt solve yet.
Im using a 8bit png image for the background in the VFB.
The Glare and Bloom should be improved a lot.
Specially the glare effect.
IDEAS from my side.
A great idea after correcting all the BUGS is to add an animation for the selected Image under "Glare Effect->Type->From an Image
This will help the sun glare on the surfaces having at the end an effect of the sun glare as when you move the camera.
When you move around a car the glare on the surfaces looks like they rotate. That effect can be add under RectLight->Texture->Use Rect Tex-ImageSeq (for example) or adding an expression.

I will send you more videos how I solved the problem that I get on the VFB everytime and I will send you the other way I solved the problem.I think one way to solved the problem will be fine enough.
I wish really that this Glare and Bloom Effects which are extremely great can be improved more.
I love the thing that is already build, because this can help me to understand or render into a pass my glare effect for post production.
