    I've noticed that motion blur results in objects not appearing in the frame in the position that they are in the viewport at that frame. While I haven't tested I'm assuming this is something to do with bias/interval center, and can probably be corrected using these settings, but why aren't these the defaults?

    I've had a few situations where objects that have been very carefully positioned in the frame then apparently move when motion blur is enabled, resulting in bad renders.

    It would seem reasonable to expect that simply enabling motion blur would place objects at the center of their blur, and not have to adjust blur settings to get that.

    I agree with that. The interval center should be set to 0 not 0.5 as default. Also duration(frames) should be set to 0.5 (which equals to 180 shutter). We just have a preset that sets all the render settings at startup for us, so we configure this automatically. With that said these settings were this way since before I could remember in vray, I am not sure why they have not set them correctly by default.
