    Hi,

    Not sure if this is by design or a bug.

    But when using a background image and the camera has a y film offset value of say .2, the background still renders in its original position and does not follow the screen.

    That's one of the cases where I don't really know what is the correct behavior. Right now, the screen mapping and the projection shading node produce results that match, which I think is the better approach.
