I know it's worked in the past, but I'm trying to lighten my shadows a bit on a VRayLightDome with and HDR image and the shadow color doesn't seem to have any affect at all. Same issue with Maya 2017 update 4 (vRay 3.52.03) and Maya 2018.1 (vRay 3.60.02). It's just basic scene with a cube, plane and a VRAYLightDome with HDR image.
