You should fix your link, it is broken.
I don't know if that kind of shader is possible with what is in V-Ray for MODO currently (without OSL). Possibly something similar can be made with gradients with "Incidence" as input.

Here's an example how similar result can be achieved with Gradient map
The effect can be made stronger with adjusting the gradient curves to cover the full height.
