Not directly, you have to go through a .vrscene file.
You can do the following:
1. load the .mat file in 3ds Max
2. apply the materials you need to objects in 3ds Max
3. export to .vrscene (using the right click menu on an empty space in a 3ds Max viewport)
4. in MODO, from the V-Ray Menu, choose Import .vrscene
Or you can export .vrmat file in 3ds Max and then use these in the V-Ray VRmat material item in MODO.
I was thinking of automating this process, so a material library like the one from http://www.vray-materials.de/ can be converted to MODO material presets,
but there are issues that I couldn't figure out how to handle. A lot of times the materials have incorrect paths to textures. Also, it seems a lot of the .mat files have
multiple materials in them, and it is not clear which one is the actual material that is shown on the thumbnail of the material on the site.
