It just takes the Modo properties. So like Modo, except for the sky, you need to add the properties to the sunlight in the V-Ray menu.

Yes, just like in MODO enable Physical Sun and use the time/day properties.
You don't need the V-Ray Sun/Sky package unless you want more control over the Sun/Sky model.
