Render element for just environment lighting?

Would it be possible to have a render element that is just for the environment contribution? Isn't it technically a dome light or am I wrong?

Yes, it is a dome light if you have environment importance sampling enabled, but there is no way to access it.
You could turn off the environment, create a separate dome light with the env. texture and link that to a V-Ray Light Select render element.
