I'd like to ask how to assign a texture map to drive the color for the hair in the V-Ray Hair material layer. See attached screenshot for my current setup. Thanks

The texture with the vhair Overall Color effect needs to be above the V-Ray Hair material, not below it like in your screen-shot.
This is how the Shader Tree works in general, layers on top override those below them.
For the UV mapping, you can use one of the UV maps defined on the mesh that the hair is growing on.
The hair strands should inherit the UV coordinates from the point on the mesh they are growing from.
This should be true for both Modo Fur (like in your screen) and V-Ray Fur.
