V-Ray Motion Blur Inconsistent in VRay RT

Hi

Im trying to get a motion blur of a car wheels - I've set this up to work previously. I have keyframes and know the cameras settings will work. I found on my last project I had to UNcheck Enable under Camera Effects > Motion Blur whilst keeping it enabled in V-Ray Physical Camera. This somehow made it work. I've taken the same model and put it in another scene, but not the motion blur does not work, not matter what I enable or not.

Please could someone from Chaos take a look at the project file?
