When using the vray frame buffer I have to keep adding a variable to have the time stamp on the image, with the variable disappearing after each new render. Is there a way to save what is entered and just use the apply button to display the data over the image?

Not currently, the stamp is supposed to be saved with the lxo scene, but this is not implemented at the moment.
I also intend to add a global preference for an initial value of the stamp, so each new scene will start with whatever value of the stamp you choose.
I will write back here when these are implemented.

This will be fixed in the 2015-01-17 nightly build. It will also be fixed for the 3.00.05 open beta build.
I've also added global preferences for an initial value of the stamp. Once set, each new scene or an old scene with no stamp information saved in it, will use
these preferences.
Note that after the first render, or if you change the frame stamp in the VFB window, the stamp information is saved in the MODO scene. So that scene will
no longer use the global preference. This makes it possible to have modifications on the initial stamp for each scene you have.

Just did a quick test and it seems to be working as expected.
The stamp options in the V-Ray Preferences are only INITIAL values.
Once you do a render they get transferred to the VFB, and you have to do any further modifications there.
There is a button in the lower right corner of the VFB which opens the stamp controls. See attached screen-shot.
