What other versions of V-Ray do you have installed ?
What Windows version is this ?

It looks like the wrong vray.dll is being loaded in V-Ray for MODO. Probably an older version that doesn't have the mentioned functions.
The correct vray.dll should be loaded from here : C:\Program Files\Chaos Group\V-Ray\MODO x64\vray4modo\801\vray.dll

Maybe try installing again after closing every other application.
